Great question, I have just tried this myself and you can indeed do this. To do this please try the following steps:

On main menu tap on 'Local' > Then 'Local network' > 'Create' >Set your game mode, match settings and maps > Set room rules

From this your friends should be able to join, just let us know if you have any trouble
