Short answer: They started as a very small studio with low to moderate goals. This is their first project and they experimented a lot with different systems and implementations of features. The game's huge success led them to set their sights higher and although they've increased the size of their team, they are by no means a large studio. Some of the things you've mentioned like UI are on the list to overhaul now that they have a dedicated art team but A20 and A21 were all about environmental art and assets and POI overhauling. The console version of the game was ported by Telltale, the makers of the TWD games, so presumably that's why the console version has TWD skins. The PC version being the original wasn't made by Telltale- And The Fun Pimps have no rights over TWD content, so they can't just copy that DLC over.

Telltale went under though, so.. Tough luck in that department.

By default, LCBs are about 41m square (or thereabouts) and the bedroll blocks around 35m (forget exactly). LCBs do not prevent spawns within a LCB area if bare (unbuilt on) ground is present.
Bedroll only block POI spawns and random biome spawns.
LCB only blocks POI spawns.

There is a myth that if you fill the area with player-placed blocks, it will stop spawns. It does reduce it, but it is not a 100% guaruntee of having a spawn-free area. Especially if you have a large area.

Planned feature, but likely won't happen until they have the rest of the core finished, and are working on the story.

Last I recall was that they would be in specially radiated areas that you will need specific gear to be able to survive in. That area will also have more difficult enemies, and then there will be the boss to kill for rare legendary items.

The first thing I would do is open the console with F1 and see if there are any errors (in red text) or if a message is spamming the console many times a second. If the slowdown only occurs in some areas, it could be a drone that’s fouled up. “le” in the console will list entities so you can check. If there is a drone listed, you can enter “jd clear” to remove it. There are no doubt other things that could cause a performance drop in the middle of a game, but this is one thing that’s been coming up in the current stable release.

NP. Zed reach was fixed a couple of major builds ago. This was done alongside network enhancements to improve the perceived reach due to latency.

Since at least Alpha 19 the numbers have been pretty similar to this where zed reach is a good bit shorter than a players.
