We have no current plans to introduce NPC's as the game is about cooperation and specialization of multiple players, with all benefits and challenges that comes with :)

I meant that more as a general tip - the same also applies to concept servers like White Tiger that have some presetup stuff. It's only important that players know how stuff is run and what they can do and cannot. If they don't like what you do, they can decide to not use their time, which is respectful. It's creating the bad experiences when players notice something that they did not expect and feel like they wasted their time or got punished for something they couldn't have known, because the admin doesn't like it. If the admin doesn't like it, he should put it in the rules, then players doing it know what the consequences are and can once again freely decide if that server is for them. Just as players reading the rules get an impression of if things they don't like can happen there if players don't do something on their own or if admins will intervene and they hence can expect specific behaviour to not occur. No arbitrary intervention.

Only help with issues that players experience, fixing broken laws, getting that cart out of the deep ocean. All administrative actions based on written down rules in the ecopedia (or anywhere where players have a realistic chance to read them, no matter if they ultimately do) that need to specifiy what's going on. It's not really about the intervention itself, but the fact that players need to know when joining what's going on and what can happen. There is no reasonable beyond that, one server might have a lot of rules to facilitate a specific playstyle which gets interested players for that, another one might limit to action on griefers, getting players for that. Both are fine and reasonable, as long as players were able to be aware of what can happen and there is not suddenly the invention of a new rule or usage of the "this is my server, i decide what i want" trope.

No sudden rule changes and if so, not applicable to things that happene...

Hey Citizens,
we're releasing Update 9.7.9 to mainly address a memory issue with servers:

Civics:
  • Fixed: Contracts would show an accept button for the creator if they were an admin and cause errors when the payment clause was used.
  • Fixed: Custom Stats containing absurdly high numbers could lead to the server no longer booting.

Server:
  • Fixed: Wrong initialization order that in specific circumstances could lead to the server no longer booting.
  • Fixed: Issues with memory allocation and garbage collection, especially on AMD CPUs with many cores and a tighter memory budget, that could lead to major lags and server crashes.

Miscellaneous:
  • Improved: Clarified description for "GrowthRateModifier" server setting. (Note: There is a known issue with the soil sampler showing incorrect growth times, this will be fixed...

The fishing rod has to my knowledge been working since 9.6.x (edit: in regards to catching all possible fish ) as for why you cant see them in water is likely due to their size as well as LOD's based on your view range settings.

Do you have any controllers attached to your PC? Not being able to move in carts seems to often be caused by that and removing the controllers typically fix it.
