If it was a thing only on one host, that's very unlikely of course. To further diagnose I do need a running server and it's IP / ID though, otherwise I cannot check what we got on the master server.
So are you saying water basically is the same thing as air? Water does not count as a "block" of solid earth when it comes to tailings?

I just so happen to be in Germany, I get an ipv4 address from my normal Vodafone cable internet. I got one from o2 before that as well.
I'm at Vodafone Cable (BY) as well, but i only get a IPv4 due to having my own router - if you don't have one you get IPv6 and tunnel. You can then pay 5 € per month for a static ip. (Which I also don't want, as its static)

It's a low priority issue, unfortunately. It is planned though.

That is pretty normal in Germany for ISPs nowadays. Server providers also switching over requiring additional costs for IPv4, so that's correct.
Local server? Sounds like it can't reach the voice server.

The game isn't that in-depth. You don't even need to worry about seawater destroying your soil condition. There is no difference between seawater and freshwater for crops, it's all the same. If you want to build a dam for whatever reason, all you need to do is surround your land with dirt or some other building block. it doesn't need to be thick either.
