There is Steam maintenance on a Tuesday, so it's most likely due to this.

Please make sure to completely restart your Steam and game and then reload the title to see if the issue continues!

Please can you both try installing vcredist packages directly from the Microsoft page:

Go to the Microsoft official download page here.[support.microsoft.com]
Install packages for Visual Studio 2015, 2017, and 2019. You will need to install two files: x86 and x64.
Reboot your PC and retest the game.

Thank you for your continued, valuable feedback throughout the past twelve months — your insights helped us shape Hell Let Loose, and we believe we’re now heading in the right direction. Patch 14.6 is behind us, with work underway on 14.7, which will be the first update of 2024.
