Welcome to the forums. I have seen similar reports from other users on the forums and they have advised the game was being blocked by Bitdefender. Here's how to fix it:

-Launch Bitdefender
-Click Settings
-Click exclusions
-Click add exclusions
-Add rainbowsix.exe

If you have Bitdefender please try the above steps. If you do not have Bitdefender or the issue persists please try the following:

Run the game with ADMINISTRATOR RIGHTS.

Verify your game files.
It is possible that the installation of your game is faulty. To fix this, please verify your game files:

I got a a Nvidia GTX 1650, and I was just talking to my friends on discord (they were trying to help) and they asked what graphics card I had. I couldn’t find it in the settings so I just went to GeForce experience app for that. I found different games there, including siege. I thought I’d give it a go and try and launch it from there and Voila! it finally opened. I didn’t have steam or uplay running at that moment. It did crash after about 15 minutes, but everything was fine after that. I can now launch it from anywhere as normal.
