No worries, thanks for following up! Have you had a chance to try setting a different DNS in Windows to see if that helps at all? I've seen cases in the past where using a different DNS can make a difference with issues like this.

Are you trying to transfer your account progress from PS4 to PC? I'm afraid that isn't possible. There is no cross-platform progression for Apex Legends. If you start playing on PC you would be playing on a fresh account.

Have you tried repairing the game to see if that helps at all? If there's a problem with the textures that might help to fix it. If you're playing through Origin you can right-click Apex Legends in your game Library, and you'll see a Repair option when the menu pops up.

Account bans are not something we can investigate here on Answers HQ. The Terms of Service team would need to review your account and determine if the ban can be overturned. If you've already submitted a case to the TOS team that's all you need to do right now. They will follow up with you via email as soon as they can.

I don't think I've seen this message myself. EAC refers to Easy Anti-Cheat, so I'm guessing it means that it's trying to launch EAC alongside Apex Legends. You've been playing Apex Legends before now without any issues?
