Just to clarify, you are trying to connect to US East servers, but you are instead now connected to Central and US West. Is this correct?

I also understand that you have tried the troubleshooting steps, with no success. I'm sorry to hear this. I recommend that you open a support case and attach an image of your port forwarding settings so we can take a closer look. If you encounter problems with stuttering graphics or high CPU, I recommend that you first check out this support article to help begin our investigation.

We have also found that DirectX12 can cause stuttering problems, and we would recommend players try switching from DX12 to DX11, or vice versa if they have DX11 running instead.

I have boosted character and not boosted character, so I have 2 characters. That issue only happens to my boosted character, which means not boosted(30lv) character shows loading screen info correctly.
And I've never suffered from stuck or crash in loading screen.

Just to clarify, you are given the option to purchase The Division 2, however it is the Russian version of the game. Is this correct?
