I'm really sorry you're unable to board the Monorail! To confirm, this is at the Manning National Zoo where you're unable to board the Monorail? Have you encountered this on all difficulties or only on certain difficulty levels?
If so, I have seen where one player mentioned they were able to get on the monorail once by killing their character at the laptop room which will trigger the cutscene. Can you try that and let me know if that helped?

I've reported an issue with appearance customization where it can show as the wrong customization, it sounds like this may be related! I've forwarded your report to the team so they can take a closer look into this.
Another player provided a workaround that I'd like you to check to see if this helps you to see the correct appearance items.
1) Choose the appearance you want
2) Set it as favorite
3) Then unmark it as favorite
