Thank you for the troubleshooting that you have done.

One thing to try is launching the game in safe mode with networking:

Power off your computer. Restart your computer and immediately start pressing the F8 key, located on your keyboard. Continue to press F8 repeatedly until the Boot Menu appears. @dagrommit Hey! Thank you for getting in touch about PC settings. I have checked and the FOV Slider rangers from 60>90.

There is no options at this time for reducing weapon sway/head bob or screen shake.

So the M version of the card may or may not work as the 960 is the very minimum.
