The setting is found in Civics.eco:

The invalidity timer by default is 60 minutes and three announcements to anyone that has access to the plot are made. We have already decided to no longer dissolve settlements that fail the timer, though, but instead their influence circle and all laws will disable once the timer runs out until the situation is corrected. That change should make it for Update 10.3.

Yes, though starting with Update 10.2 foundations can only be moved in a very limited radius around where it was originally placed and the influence does not move with it anymore.

Comment

That's a known bug that will be addressed in Update 10.2.

That is unfortunately not possible, as Eco simply starts a dedicated server for a local world that uses the configuration of that server, which is set to the values configured in the world creation screen.

You can create a new save and setup the settings there, then load the old one. The same settings will apply.

That depends on what the town determined, when it doesn't allow foreign ownership, the property will be seized to the mayor. If it does, you keep it.

Would need to know the exact english error. Clearing the mint just leads to it being reusable, an existing currency cannot be deleted.

You'd need to create a new currency, you can do so by using a new mint or picking up the mint and deleting its saved data in the tooltip when hovering over it.

You can just use the Steam Beta feature and set it to 10.1.4.

The server list already had been working again when this post was made?

The issue should be resolved with Hotfix 10.1.5, but we will need to condcut some short maintenances over the coming days. Those will be announced, though.

Hey Citizens,
we have just released Hotfix 10.1.5 to restore functionality of the server list and additionally address the following issues:

  • Fixed: Wheelbarrows didn't move correctly.
  • Fixed: Loan contracts could not be accepted.
  • Fixed: Oil Head Lamp added additional lights whenever the view was switched, leading to performance issues and a way too bright lighting.
  • Fixed: Placing blocks in third person view would place two blocks at once for some players.
  • Fixed: When admin assigning a settlement as member to another one, the parent settlement could lose all the already existing child settlements.
  • Improved: Claim papers vanishing from a deed due to the settlement they were issued from being dissolved led to unsupported property being unclaimed immediately - it will now instead provide a grace time to replace papers or decide which ...

You need claim stakes that spawn in the foundation depending on the amount of citizens if you want to create multiple deeds within a settlement. You only get a single homesteads (and it's not supposed to be rentable) and other papers as you mentioned don't work inside settlements.
