The bad luck protection for heirlooms has not been removed. When Heirloom Shards were introduced it was changed so that you would receive 150 shards to buy an Heirloom from the store rather than just getting a random Heirloom. 

 

Unfortunately we don't have a way of seeing how many packs that have been opened. Once you hit 500 packs you'll get the Heirloom Shards after you open up number 500.

If you're on a teen account there might be some parental controls set up to prevent in-game purchasing. That's something that would need to be changed from the parent account in the privacy settings.

I'm afraid that's not something we would be able to do. The EA Help team should be able to look into your account and see what they can do to help. 

 

If you're still having trouble setting up a case with them I'd recommend clearing out your browser cache...

It sounds like this might be happening due to an age restriction on the EA Account. If the date of birth on the account is under a certain age it would block the ability to make purchases until it ages up to an adult account.

Apologies for the delayed reply on this. 

 

I see this happen sometimes when there's a rank reset. Usually if you play a few ranked matches it will sync the ranks back up in the lobby so they match.

There are a couple things we can try that might help with this. 

 

First, I'd try switching to a different datacenter to see if the skin comes through after that. I've seen a couple reports of that helping. If it's still not there afterward try going into the firing range and spend a few minutes in there. Back out to the lobby again and see if the skin is there after that.

If you actually cancel the download I'm afraid you would have to start over from the beginning. If you pause it instead your download progress will be saved, so the next time you start it back up it will pick up where it left off.

Are you sure you're not hitting the shortcut to lock Windows while you're playing Apex Legends? If you hit the Windows key and L keys at the same time on your keyboard that will lock Windows.
