First and foremost, can I just double-check where you've attempted to buy this? Was it possibly through Ubisoft Store by any chance?

Please mind that content may not always be available in all regions therefore if it's unavailable in US Store at the time, then I am afraid you will not be able to purchase it. Additionally, I can see that it is available in UK Store therefore if you have attempted to purchase it through there, then it will lead to the error you've stated.

As it stands, it is likely that your MMR will not appear directly after the match and can take some time before it's registered, therefore have you possibly looked it up after the last time you restarted your console to see if it was received?

Hey Benjamin_073, welcome to forums and sorry about the issue you ran into there.

Can you advise us at what point are you stuck? Are you receiving 'Installation in progress' message as soon as you launch the game? If so, leave the game on, and let the process continue. In the meantime, you can play some Situations.

As time passes, more and more Situations should become available, indicating that installation has progressed. All you need to do, is just let it continue.

1. Cheater report - I reviewed your case and watched the video footage you've provided. I can clearly see what is it that you're referring to and such experience would be difficult to deal with for anyone I believe, so I see where you're coming from.
