On a side not the other computer : 5950x , amd 6800xt and also 16gb of ram that the wifey uses has yet to max out and cause game problems.

could this be a brand/hardware specific issue?

The best I can tell is when I start the game up it has a server connection issue loading the main menu (same thing with Watch Dogs Legion but not other games) and has to reconnect after which it probably reverts some settings to the default.

My guess is that the outfits and headgear settings are stored server side (because they were a feature added after launch and i dont recall ever downloading them) while the gun skins and charm settings are stored console side (because several of the launch skins items required a separate download upon purchase)....
