Hello Zaiit1! I looked into this further for you and it looks like you own the base game through Epic, but you purchased the DLC content (Warlords of New York) through Uplay. In order to ensure compatibility, you'll want to purchase the base game and DLC content on the same client. We have an article that goes into more detail about this that I'll link here.

Would you be able to send over two videos, one showing this issue occurring while at the Base of Operations/Settlement, and another showing it not happening in any other location please? Hey smyLieTV! Thanks for posting about this here. As Imagine_Brata said, you'll need to own WONY in order to access this agent again, since players cannot fast travel out of New York until they've completed the WONY campaign. I'm very sorry for the inconvenience caused by this!

Hiya DNSilver! I'm sorry for the frustration caused by this issue. Would you happen to have a video showing you completing the puzzle in order to spawn the Hunters, but showing that they do not respawn? If so, please attach that here so I can report it to our investigating teams. In the meantime, WrecK3rr is correct in saying that a possible workaround would be to join another player's world.
