I'm sorry you are still experiencing high ping in the game. I couldn't say why that is happening when testing with the website but that shouldn't be related to the game at all.
Do you know if you are connecting to the correct Data Center for your region, and are you playing the game alone or are you in a party with friends?

Can you go through the PC troubleshooting steps in the support article here as there have been known to help resolve issues such as games not launching, crashes, freezing, FPS drops and much more.

I'm sorry to hear that the Deluxe Pack is not available on PC.
Customer Support do not have any input on decisions to which content is available for each platform, therefore I am unable to confirm the reason why the Deluxe Pack is unavailable on PC.
However, I will report this to the For Honor team in case it is an error.
