Typically an unlink will result in that progress and content being lost, regardless of whether you're staying on the same platform.

If you've tried resetting the password multiple times without any success, this sounds more like your PSN account is linked to an older or inactive EA Account.
At that point you would need to speak with support to locate and verify the account using your PSN before any changes can be made.

Sorry to hear you haven't returned to find the progress you had earned previously, as that'd be pretty disheartening to say the least.
As you mentioned playing on Origin previously, your progress should still be saved, we'd just need to locate which account was used in the past.
Checking over your posting account, it appears Apex was just added for the first time so it wouldn't be this one that was played a year or two ago.

I'm afraid this is not actually a bug.
While you're able to link your EA and PSN accounts, Apex Legends does not currently have cross-progression.
Any progress you make is going to remain specific to the platform where that was earned until cross-progression is added to the game.
Last we heard that was set to happen some time later this year, though we don't have any further details on what that will entail just yet.

Your progress is stored with the EA Account itself, however I'm afraid this cannot be transferred from one PSN account to another.
Once you've linked a specific PSN account to the EA Account, you'd be unable to link a different one in the future or otherwise transfer that progress.
