So far as I can tell, this is actually working as intended. While you can't block a charged attack, there's still a few heroes that can interrupt you with a top, side, or light attack.

Also, have you been able to replicate this with any of the other resources, or just titanium? And if you create a new character as a test, do they have more titanium than they should start with/are they over the resource cap too?...
