Sorry to hear that you appear to be prompted to complete the task of killing Brooks repeatedly.

Would you be able to try verifying the games files to see if this helps? This will fix any missing or corrupt files. Should this not fix the issue however, could you please share a clip of this happening so that we can take a closer look? You can upload the video to a site such as YouTube and paste the link into your reply.

Hi there @Blintz

Thank you for letting us know you've also encountered this audio problem.

Could we confirm if you were able to try the steps suggested in a previous comment:

 I have found a temporary fix, switch off 3d audio before loading the game, then load up the game, turn 3d audio back on and it seems to stop glitching out for me. Then you can use the game as normal witbout having to reboot.

If the problem persists after trying this please let us know!

It appears that this particular issue has not yet been reported. Would you please be able to share a video clip with us showing the spot where the NPC should be, and that you're unable to complete the encounter? You can upload a clip to a video sharing site such as YouTube and share the link with us in this thread. We'd like to pass this along to the game team for further investigation.

It's unusual that a quest marker would appear, despite the fact that you had not accepted one. Could you please let us know if this issue remains? Or if the marker has disappeared at all?
