We definitely need to know if your oil industry is from the Industries DLC or if it's the old zoned industry specialisation. There's a few different resources which come out of these, and knowing which one the plant uses is important.

Extractors all produce crude oil (just called oil in game). It's the same resource no matter if it's the DLC extractors or the zoned extractors. This is NOT what the plant uses though (I thought it was for years until I discovered that wasn't the case).

Zoned oil specialisation also has processor buildings. These take the crude oil and refine it into what the game called "Zoned Industry - Oil Products" (that's the option on warehouses if you have Industries). This is what the oil power plant uses, and is also used by generic industry.

The DLC areas refine crude oil into either plastics or petroleum. This is only used by unique factories or exported. The power plant can't use this.

This can sometimes happen because of Steam, so first try logging out of Steam, shut it down completely, restart Steam and log back in. Then see if they show in game like they should.

If not, then it can be a mod messing with the menu. If you post your output log (player.log on Mac and Linux), then we can take a look at your mods and see any errors you might have with the game. This guide explains where to find it and recommends some sites to upload it to, since we can't attach files here on Steam.

We will need you to upload the file somewhere, as it contains a lot of useful information. The guide Snowflitzer linked explains where to find the output_log.txt (called player.log on Mac and Linux). It also recommends some sites you can upload the file to. Then just link to the file here and we will take a look.

Have you changed anything since it worked last time? Like removed any mods the city might depend on? Does it also not work after restarting the game?

If not, then try the Loading Screen Mod's Safe Mode options to attempt to recover from a simulation error. More on how that works here:

Yup, it works just fine. I have lots of props or trees I didn't get on purpose, because I didn't want them used in the building (like a palm tree that doesn't fit in my Northern European city).

Missing assets are not something you need to worry about unless you find they are actually missing - so if you place a building and it looks wrong or you feel like you're missing trees/props, then it's worth finding those. But if not, then just ignore them all.

If you do want to track down some assets, the Loading Screen Mod makes this pretty easy. In Options you can enable a report, which will then contain a list of all the missing items and links to their workshop pages. It also lists what building they are m... Read more

Oh damn! I saw this mentioned for the console version, but looks like maybe it's in the PC version too! You can apparently go into a LOT of debt like this. :P

Edit: Aww, no luck reproducing this without mods. :/ Seems like something more is at play here. Are you using any mods?

Well, that's new! :S It looks like the low detail model for citizens has glitched out and become giant. Do you have any mods or assets that add custom citizens? Or change anything about how they look?

I just noticed you have both versions of the Loading Screen Mod. You definitely only want one of them. I recommend using the normal one and unsubscribing the [Test] version. I'm not sure if that could be the cause, but definitely something that needs fixing.

Making the list I noticed you have ScaleUI - try unsubscribing that before any on the long list below

Once there's anything to share, there will be a news post. I know that's a super boring answer, but I'm afraid that's the only one I have. I'm not even sure when CO are due back from summer holidays, but it's usually around this time - which I'm sure you could have figured out without my help. :P

I do know that many of the additions to the game, both DLC ideas and mods which have been added to the game, came from the community. They tend to not post a lot on the forums, but they are lurking for sure. ^^

There's always the option of Force Level Up. It takes a bit longer, but it'll get you there too. And afaik it works like it should without any weird things happening.

This is something that happens when running low on available memory. How much RAM do you have? And how many workshop assets are you using?

The first thing I would check is if you're close to or at the vehicle limit. That would explain why they aren't receiving anything. You can check it with the mod CSL Show More Limits.

If you aren't close to the vehicle limit, then something else is up. The game picks the fastest route for cargo (or anything else), not considering traffic at all. So if raw materials aren't coming through your cargo station, then that's not the fastest route. Maybe they are coming from elsewhere in your city and get stuck in traffic? Maybe they are coming through the highway instead and take too long? Screenshots of the areas having problems might make it easier for us to help you narrow down the cause.
