We haven't had any information to suggest there's any issues with the SEA server, including mass issues or it's decommission.
The game will try and auto-connect you to the best server based on ping.
If you haven't done so already, could you please give all of the steps in our PC connectivity troubleshooting guide a try and let us know if there's any changes?
Additionally if you come across any error codes or messages, please also let us know.

Our teams have been tracking feedback that having the group muted would block pings, but you've mentioned that they aren't muted, so I'd certainly like to investigate this further. Would you be able to send me across a screenshot showing me your Settings -> General page, the one with the muting options? I'll be able to share this with our teams internally to highlight that there may be more of an issue.

Although the .ini file for Extraction does have the same lines describing data centres, it isn't actually possible to switch data centres by editing the file. Instead, the game will always default to your nearest data centre.
