If you have a video, you should be able to upload the video, to somewhere like YouTube then provide the link.

For anyone else, who wishes to also provide a video of the issue. There should be a recording feature on your consoles, where you can record the issue, upload the video and provide the link.

On PC, there should be Nvidia Shadowplay via the overlay, or you may need to use some record...

Do you have any form of anti aliasing active, regarding the first issue you mentioned?

If so, can you turn it off, to see if that resolves the flickering?

Can you confirm when this issue first occurred?
Did you notice anything unusual, leading up to the events of the issue occurring?
Have you installed any programs, or made any changes to your PC recently since the issue occurred?
Do you have any hardware monitoring software, RGB controller software that may conflict with The Division 2?

As this is a random drop, it may be difficult to farm.

Some notes from the community have mentioned that, the Sacrum Imperium is more likely to drop if you farm boss floors, in The Summit on the hardest difficulty with as many directives as you can handle.

I appreciate the description of how you managed to encounter the issues with the mods.

However, to help the development team look into this further, we generally ask for screenshots or videos of this issues so that we can pass this on.

With that information, it would then help the team when they try to reproduce the issue to see why/how it's occurring.

I understand it might seem unnecessary, but if we can forward a video to add to the report, it would be extremely helpful.
