Hi Kylborn! Thank you for the detailed report and screenshots!! To clarify, did you play that Brooks mission in a solo session or in a co-op session? Are you able to play with someone who hasn't collected all of the SHD tech/did that mission?

Hey guys! We are sorry to hear you are having a problem with this Trophy. For this trophy, you have to complete a bounty from each safe house. If you have done so, we recommend trying to manually sync your trophies.

What do you see when you go up to those devices? Do they act as though you should be able to pick them up? If so, do you receive some sort of error?

If possible, please get a video showing that you can't pick up the device and don't already have it showing in your collected devices.

We are sorry to hear that. Could you please try adding -DX12 on command line in Uplay, as this might resolve the issue for you.
