It has been added to the general loot pool, so you should be able to get it with some luck! Farming holster targeted loot areas or in the Summit will be your best bet, as well as exotic caches (That's where I got mine!)

I too have equipped every specialization and have even unlocked achievements with them. However, the "equip or change a specialization" achievement does not unlock. How is this fixed?

The development team are still investigating this issue furt...
If you use the level boost you will automatically be raised to Level 30 and enter the Warlords of New York campaign, and you will need to complete it before being able to return to DC. As you are able to create up to 4 agents you are totally able to begin again and play the boosted agent if you choose! No wrong answer here. :)
@garbo3 After talking with the team, they are looking into further details to review this. Could you share any other weapons/runes that you have witnessed this issue from whenever you have loaded the game or fast traveled (this is for other weapons and runes that were not presented in video clips already)?
Have to agree with you, Air and Space Museum is my choice for most fun! I can't say I have a least favourite/fun mission, but destroying the boat at the end of Roosevelt Island can sometimes be more trouble than I'd like.
