Hey RainbowPablo, thanks for getting in touch and I am sorry to hear about the issue you're experiencing.

First and foremost, would it be possible for us to double-check the following:

1. Is that something you always experience with all the players you get matched up with or is it something that you only experience occasionally with some players rather than all?
2. Have you noticed whether the player who is showing up as stuttering has got higher ping at the time? You can check this by viewing scoreboard

Hey OverallSeR, thanks for reaching out!

Would it be possibly for you to clarify your query by any chance?

If your question is in relation whether MSI Afterburner or RivaTuner would get you suspended in-game, then the answer is no - that would not happen, however MSI Afterburner is software that is not officially supported by Rainbow 6 Siege and with RivaTuner, BattlEye may block it when you're launching the game, essentially preventing you launching the game. Disabling it on the other hand - would resolve this.
