I'd recommend trying step 2 before the others. Your Vsync settings can be found in-game by navigating to Options > Graphics > Enable Vsync. I appreciate this may not be easy if the game crashes shortly after startup.

If you are using Ubisoft connect, you should be able to see this in your library by doing the following:

> Locate The Division 2 in your library
> Right click, and select 'view game details'
> Once in game details, you should see another menu on the left side. Select 'Store'
> Warlords of New York Expansion should appear here with a check mark that says 'Owend'.
