Hey there @omginput, and thank you for bringing this to our attention. There's a few questions I would like to ask about the context of this war starting.

It looks like your ally is on friendly terms with two of the people you are at war with. Was that the case before the war ever started?
Is your ally actually trying to help you against the character you are both at war against?
Finally, do you have any mods installed currently?

I'd be happy to get this reported up, but there's some troubleshooting steps I'd like you to try just to rule out the most common causes of problems like this.

  1. Uninstall or deactivate any mods that you are currently playing with. If doing this fixes the tooltip hovering + menu closing please let me know with a list of mods that you play with.

Hiya @gunslingerito, sorry for the delay.

Normally, when a DLC is purchased or activate, the next time you launch a save game, the game asks you if you want to access the new DLC content in your ongoing game, then you get a "Yes" "No" prompt.

If at the time of activation, you selected No. You would have to create a new game to access the new DLC content, as it was refused for the ongoing game.
