Are both the Xbox and PC accounts connected with the same EA Account? If so, that would be why it won't let you add them for cross-play. It's not possible to invite an account that's connected with the same EA Account.

@Cro_Pittt Taking a look I can see a BP reward pack granted about 40 minutes before your posts, so it looks like a duplicate/delayed notification.

You're correct, our answer is no! Wall hacks are cheating. Noone's free to use them and I don't advise doing it unless you're prepared for an account ban.
I get that seeing someone you've reported still in-game can be disheartening. Please know that reports on cheaters and cheating are reviewed and handled accordingly but it's not as cut and dry as you'd imagine. Nothing ever is. There's a lot that goes into the process that takes place once a report is received.
