Additionally, does this fully prevent you from going to the next zones and progressing?
When you entered the zone for the first time, were you the first person attempting to interact with the NPC and it just never worked? I imagine if all 3 party members are experiencing the same issue it’s just a matter of the progression failing to update for the fully party.
I’m not seeing this on my end. Testing on the Training Dummies in Champions’ Gate has shown that it’s procced 100% of the time I’m expecting it to.
This is should be a UI issue. If you’re noticing your damage numbers or other things actually in-game not getting stronger, then there might be a further issue to investigate.
Did you get to this state through natural progression? Had you joined any parties that were past this point in the campaign? Any additional details you might have on your progression here would help.
That is intentional. That affix effects specifically channeling cost not the activation cost which is different.
When this issue first started, were you running echoes with at least 1 other player, or had you done so at some point before then during the play session? Or were you exclusively playing alone?

Sorry for the delay here. The hotfix is scheduled to go out today, but I’m unable to provide an exact time for it. We were hoping to get the hotfix out yesterday but couldn’t get everything ready in time.
You do, but not for the stacks of Maelstrom already cast or cast by that Warcry, but any Maelstroms stacks gain after getting the buff will get affected. It’s sadly just how the system works and we don’t have a way to change it at the moment.

It's on our radar! Admittedly a touch lower priority at the moment but we'll improve that experience. I typically play on gamepad so I feel the pain myself.

It was supposed to have been fixed but apparently not
If a loss do happen like in OP case and 14 hours are lost, can it be recovered by support or is it lost forever? Similar thing happen to me and I dont know if I should wait on support or continue playing on that character.
Support will be able to investigate on a case by case basis but right now that pipeline is backed up and I wouldn't confidently be able to give an ETA or tell you at what point we could restore a particular character to.
