Please see this support article. It describes how to manually set the data centre for Rainbow Six Siege, but the process is the same for Extraction. The only difference is that the folder name in My Games will say Extraction instead of Siege.

I'm sorry to hear that the Peasant Revolt challenge didn't unlock for you previously, but I'm glad to see that this challenge has now been unlocked. Could you please try killing more Apexes to see if it helps unlock the Regicide challenge similarly to how the Peasant Revolt challenge was unlocked? Also, please provide a screenshot showing the Regicide challenge locked as well in order to take a closer look.
