Also do you have the Steam overlay enabled?

Open the Steam client and navigate to the Steam > Settings/Preferences > In-game tab. Check the box next to Enable the Steam Overlay while in-game.

Sorry to hear that these steps did not work for you. Can we ask you to also try the following:

Run Steam as Admin:

Right-click on the Steam icon on your desktop
or Navigate to your Steam folder and right-click Steam.exe
Select Properties
Click on the Compatibility tab
Check Run This Program As An Administrator
Click the Apply button
Click the OK button

Sorry to hear that you are experiencing this issue. Are you able to lower the settings to medium and then turn V-Sync off to see if the same thing happens?

Welcome to the forums. I have checked your account and can see that you did unlock Capitao with the Christmas pack and before this, you did not own Capitao.

It is not possible for the system to give you an Operator you already owned.

Open Control Panel.
Click on Hardware and Sound. ...
Click on Devices and Printers. ...
Click the Mouse option.
Click the Pointer Options tab.
Under the "Motion" section, use the slider to adjust the speed sensitivity. ...
Click the Apply button.
Click the OK button
