It looks like the area you're producing the oil in doesn't have a need to fill and has reached max capacity to hold the material you're producing. Do you have an Oil Power Plant or Fuel Station built on the same landmass that your Oil is being produced on? If not, you may need to set up a trade route or charter route so the Oil has somewhere to go.
