We don't have any input into what goes on sale I'm afraid but if you own the game through Ubisoft Connect already and buy the ragnarok edition, it will just add the extra content you don't own already for you.

It could just be that as they're elites they're supposed to be a bit harder and enemies are intended to build some immunity to things like that if used multiple times. It's not an issue we're seeing widely reported as a bug where it works on some elites or enemies different than others but if you've got any footage that can show that is the case, we could pass this on to the dev team and see if they can look into this.

The dev team have been made aware that we still see reports of this and the issue has been reopened for them to look into again. As you mentioned you have already seen the troubleshooting we can suggest, so it doesn't seem to be an issue that can be resolved from troubleshooting on players computers themselves and needs to be something addressed by the dev team with a game update.

I understand it's been a known issue for quite some time, however, some issues (like this) don't have any known steps for reproducing them and when they just happen randomly, it's harder to find the cause to get them resolved.

Time of day can always be a factor but that is something that can't really be helped and is just dependant on your ISP and how much traffic they have. Usually evenings tend to be worse due to that.
But yeah, if you're playing with friends on other continents, that's going to be the main cause of this as you'll be playing with people on different servers.

If it continues to happen, try disabling the cloud option in the Ubisoft Connect settings, so the save file where your loadouts are saved is stored on your PC.
Then you can make a backup of the folder somewhere and just replace the backup folder back to the same location it was taken from it if it happens again. The folder location will be
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\\635
