As chris02918 explained, each DLC has its prerequisites before the content can be accessed.

If you were able to activate your key successfully, there's a good chance that everything will work perfectly fine.

Thank you all for getting back to me. I can see some of your are 20 series GPU owners, rather than 30 series like we discussed above.

To help me understand if this is the same issue, can you please advise if rolling back to a previous driver helps at all?

Driver version 457.51 which was released 2nd December helped some of our friends above.

Once I know if this is all related to the same issue, I'll be able to help more

Hello all!

As you can see above, a workaround was found by a member of our community which is great this has been a frustration for some players, so we're happy to see the light at the end of the tunnel.

Our team are hoping to have a permanent fix implemented in the near future

Sure, the locator finds a lot of scrap sites, but none with mines around.
Contrary to a few people on here, the quest instructions are rather clear and unmistakeable:
Go to the specified location and dive there, using the echo locator to avoid the mines
It does not say that you need to use the locator to find the spot, the spot is (supposed to be) specified.

This quest is therefore broken in its current state, as the specified spot is not specified, and the locator doesn't help.
You can't echolocate the whole map in 30 minutes.
