We are aware some Battle Passes appear to be reset or have missing progress. We're also looking into some reports of other content appearing that wasn't previously owned.

you're guaranteed heirloom shards every 500th pack. So if you haven't gotten them yet, that means that you're still below the 500th pack. Of course, there is a chance of getting heirloom shards beforehand as well, in which case the counter would reset.
