The only way this could’ve occurred was if you and your friend’s Xbox profiles were linked to the same EA account, cross progression does not impact separate EA accounts. Could you verify which EA account your Xbox profile was linked to by checking out the ~account connections page~ and see whether it is linked to the same EA account as your friends account? You can’t decline Cross Progression as it’s mandatory, but you can choose to exit the game and not continue when prompted; this would mean you are not cross-progressed, but it also means that you're unable to play the game.

If you only play on one platform you would have just seen the “Cross Progression is Here” message. Clicking continue will have no impact on your Apex Legends experience on PS4. Your account would be cross-progressed. If you then link your Steam account to the same EA ID as your PS4, when you log in to Apex Legends on Steam you will be greeted with your cross-progressed account, which is the one you have previously played with on PS4. The content you call out will be available, except for certain badges earned on the non-primary account under specific circumstances. This topic is discussed elsewhere.

As you call out, the accounts have been merged as they were treated as being owned by the same account owner. You can unlink one of the Xbox accounts from the connections page (~https://myaccount.ea.com/cp-ui/connectaccounts/index~) for the EA account, BUT it will remove all progress from that account as you thought it might. Once one of the Xbox accounts has been unlinked, you can then link it to a different EA account so that they are separate which solves for being able to play together albeit with one account starting fresh.

Support will be able to help you regain access to your account. Please create a ticket on ~EA Help~ and let them know that you no longer have access to the email address for the account in question.

Was your Steam account your primary account? If so, then you won't see any changes on Steam but rather on the other platforms attached. If you're encountering something different, please start a thread on ~Answers HQ~ with more details so that this can be investigated.

The accounts have been merged as they were treated as being owned by the same account owner. You will be able to unlink one of the Xbox accounts from the connections page () for the EA account. Once one of the Xbox accounts has been unlinked, you will be able to link it to a different EA account and thus separating the accounts. As you noted, no progress will move over when you unlink it, but that does address your concern of having to create a new Xbox gamer tag.

Accounts were not banned because of Cross Progression. Sounds like he may have already done so, but logging a support request is the correct path to have this looked into.

As someone who still doesn't have cross progression I assume for an edge case issue, please. Talked with two EA Help reps and one said cross progression doesn't exist (lie) and the other said it was "server issues" and I would get my content "once the server updates it". That was December 4th and still nothing so please, I would like to know if it can be resolved or not.

The easiest way to confirm whether you have received Cross Progression or not is to try logging in on a different platform with your EA ID. If you still believe you haven’t received Cross Progression after doing this, please start a thread on ~Answers HQ~ detailing your situation so that support can investigate.

Unlinking the PlayStation account will remove access to any of the progress/content acquired on that account. You would, however, then be able to play on your PlayStation with your cross-progressed PC/Steam account. As you call out, you have two separate accounts here and the merging of multiple EA accounts was outside of the scope of Cross Progression.

All content purchased/unlocked on any of the platforms linked is available on the other platforms (apart from platform exclusive content). If you purchase new content on one platform it’s associated with your Cross Progressed account, and when you take that account to another platform it will be there.

The main caveat here is that Apex Coins purchased on the Nintendo Switch is stored in its own separate wallet and is not shared with the other platforms. That said, content purchased with these coins on Switch is still your content to take and play on other platforms.

Once you link the new platform to the EA ID that is cross-progressed, this platform will then have access to the progress and content of the cross-progressed account. Worth noting and stressing that any content on this new platform getting linked in will be lost.

If the account is “a new one” then there's likely nothing to be lost, but if you link in a platform that does have content and/or progress associated with it (because it’s already linked to another EA ID), this WILL be lost in favor of the cross-progressed account’s stats and content. This goes back to the “Unlinking can disassociate progress and content” aspect called out previously.

To access your Xbox progress on Steam, you need to make sure that your Xbox and Steam accounts are linked to the same EA account. First, you’ll want to find out which EA account your Xbox account is linked to. From there, make sure your Steam account is linked to the same EA account. You can manage your account connections ~here~. Once you have linked your Steam account to the same EA ID, you will then be able to access your content from Steam. It’s important that you do not unlink your Xbox account from the EA ID that it is currently linked to since the progress will not move between EA IDs
