I'm really sorry you're unable to board the Monorail! To confirm, this is at the Manning National Zoo where you're unable to board the Monorail? Have you encountered this on all difficulties or only on certain difficulty levels?
If so, I have seen where one player mentioned they were able to get on the monorail once by killing their character at the laptop room which will trigger the cutscene. Can you try that and let me know if that helped?
