There is a number of reasons why this could be happening, it could be indicative of an issue with the drive itself. Have you tried installing to a different drive if that's possible for you? I'd perhaps recommend reaching out to Steam Support for further assistance as this is a steam client error rather than the game itself.

If you have activated 2 step verification and you're still being prompted to activate this is almost always because 2 step verification has been activated on a different account than the one you're playing Siege on. This error you're seeing is usually because you're launching the game whilst signed in to a Ubisoft account where the game hasn't been activated.

Are you aware of any other Ubisoft accounts you own? If so I would recommend signing in on those and trying again. When you're on the correct account you will no longer see this error.
