While I understand why you would assume Windowmaker would be the correct building for this enigma, you should also try building and selecting a Spectacles factory, to see if that satisfies the enigma.

Just to clarify your issue a bit, you are saying that there is definitely a culture item in your lodge but you are not able to find it? Have you looked through every individual item in the "All Items" list and you still are not able to find the correct item?
