This is a visual error, and the last two digits of the percentage are missing. If you were to select this option, please be assured that the correct value is 100%.

For testing purposes, would you be able to see if this issue persists on a new save? It would be interesting to see what the difference in performance would be, compared to a file with an already built city with multiple assets displayed.

Previous players have reported a similar sounding issue. The window with the island name and shares disappears after moving the camera to an island with an ongoing festival (while the window is minimized). If you could please test and confirm if this also happens with Dx11 we'd appreciate it.

Additionally, if you enable a screensaver (so your PC displays that rather than going to sleep right away), does the game still crash?

May we also please know your PC specs (GPU, CPU, RAM, Laptop / Desktop)?
