I'd recommend reaching out to our live support team to see if they can help you get back into your old EA account. Then you can decide if you just want to conitnue from there, or unlink your Steam and link it to your new EA account.

They suggested installing the game on the EA app as this helps to push through the purchase for some cases. Since you still didn't receive the coins you will need to get in touch with them again.

The case will most likely show up within 24 hours. If you got an email the case was submitted, your case should be awaiting investigation by Terms of Service.
There are no online consultants available for bans. You'll need to submit a dispute so they can review the ban for any issues.

Currency is actually handled differently on Switch than other platforms due to certain requirements.
Both purchased and earned Apex Coins or Exotic Shards on Switch will only be available on Switch and cannot be used on other platforms. Similarly, if you earn/purchase those on other platforms, you wouldn't be able to use them on Switch unfortunately.
Exotic Shards were not yet released at the time Cross Progression was implemented so they're not included on the chart below, but that would fall into the same category as the Apex Coins.

As you mentioned you have already sent a dispute to the Terms of Service team, if it is declined then the sanction will remain in place. Since it was declined, I'd suggest you update your username.
Regarding the account name, Apex will use your Steam name if you use Steam to launch the game. There's no other way to have a different nickname in Apex if you use Steam to launch the game.
