unfortunately, progress is tied to an EA Account, not the PSN account. The only way to try and get your progress back is to regain access to the hacked EA account and linking the PSN account to it again.
There is no way to transfer progress from one EA account to another.
Please contact EA Support to try and regain access to your hacked account.

It might just take some time for the ban to lift in game. It would be good to wait 24 hours. You also can try power cycling your network equipment and the system you play on.
