The MMR rollback system is designed to readjust your rank after these cheaters are caught, so you should see this soon in your game.

Please be sure to report these players through the Support website, as that is where we gather cheater reports. This will expedite the process in catching them!

I would not be able to give in-depth information about how Matchmaking works, as we do not have the intricate details on how it works.

The game will always try and match you against people of a similar skill level, but also one with the best connection and while doing it quickly.

But it does appear that you potentially have 2 accounts. Make sure you are logging into the correct one to play the game.

Thanks for letting us know. A fresh installation of Windows wouldn't be our first recommendation (as we'd like to sort it before resorting to something that drastic!) but if you're willing to give it a try, let us know if it helps.

Before that, though, I'm curious if the steps in this FAQ help the issue at all? Though these are for a slightly different issue, I'm wondering if the issue is linked to your player profile. Resetting this would be a valuable step to try.
