While there are not any devs here on the player support forum, we can get your concerns escalated to them once we collect enough information.
First, I will need a screenshot showing that you were at expertise level 10 at some point before lowering back down to level 9. Once we have that, I can get your account information forwarded to the Team for review to see if we can figure out why this happened!

We will need a screenshot showing your Season Reward track, so that we can see what level you are at and what rewards you should have already earned.
We will also need to know your current character stats and point of progression through the main story and Warlords of New York.
As a note, you cannot progress your Season Rewards until you have fully completed both the main storyline and Warlords of New York, so if you have not done so please do and see if you start to earn your cache rewards after that.

You should also try out all the basic troubleshooting for PC.
Finally, if you start the game over on a brand new save, does the same issue happen with the Iron Tower questline?
