First, I would suggest running through all of the connectivity troubleshooting, including the port forwarding steps. Once that is complete, try to get connected again and let me know if you are still having trouble!

The support team is not the team that grants any sort of compensation for any issue that you run into in-game. Asking the support team will not make anything like that happen.

I am sorry to hear you're having an annoying wait before you can get connected.

Just to clarify a bit, is this happening when you first start the game up, or when you try to queue for a match?

Also, can you let me know which data center you're usually connecting to? If you connect to multiple different ones, give me a list of each one please.

As Froggard explained before, at this point all that we can recommend is reaching out to your ISP. Considering the distance between where you are located and the closest data center, 80 ping is not an unusual number to expect. There is no troubleshooting that we can recommend which will reduce the ping numbers you are seeing.

Please reach out to your ISP for any additional connection assistance.

As for the performance issue you're running into after patch 1.6.1, can you confirm if this still happens if you turn off Variable Refresh Rate and manually set it to 30 or 60 instead?

Can you also let us know what rendering resolution your console is set to, and the quality preset you play the game in?

It is not possible to run a personal Division 2 server. You can only play the game online, and you need to maintain an internet connection for the entire duration of your playtime.

Just to clarify a bit, did you run into the same "Achievements couldn't be synchronized" error after the game crashed the most recent time?

Also, can you let me know what CPU and GPU you have in your PC, along with the hard drives you have and where Ubisoft Connect and Rainbow Six Siege are installed?

Do you happen to use the Roccat Swarm software to manage your mouse drivers and shortcut buttons? If so, there may be a compatibility issue between that software the Rainbow Six: Siege. Is the other mouse you tested also a Roccat mouse?

While I understand why you would assume Windowmaker would be the correct building for this enigma, you should also try building and selecting a Spectacles factory, to see if that satisfies the enigma.
