The option to deconstruct everything you have marked as junk is a separate button in The Division 2. The option to do that should be under the deconstruct "Options" when looking at your inventory. If you look there, are you able to find the button to deconstruct all junk items?

If you can't see it, take a screenshot of what you see there.

Sorry to see you're having some issues progressing the Trig manhunt.

I have a few questions about the circumstances of when you finished the mission.

1. Did you run into any connection or performance issues during or immediately after the mission was completed?
2. When you first completed the mission did you immediately go back to the Whitehouse or did you complete any side tasks or other missions on the way back?
3. If you reset the manhunt and re-complete the mission, are you able to progress normally?

Just to clarify the issue a bit, did you play during Season 9 and get to the 3rd Decryption key then stop playing during that season?

I'd like to get a bit of visual info from you as well. Can you take a screenshot of your mission list/quest list, and find the spot where Kelso would have been during Season 9 at this point in the progression? She's supposed to show up somewhere in the basement, but it's difficult to give exact directions. Take a screenshot of that area for me if you're able to find it!

If Kelso does not show up in the basement are you able to interact with her wherever she is for you?

Finally, are you actually able to progress the current seasonal manhunts?
