As for your controller, have you followed the other workaround suggested here of adding The Division 2 to Steam as a Non-Steam Game?
After doing this, enable PlayStation Configuration Support in Steam settings.

We've had no reported issues with the Kingbreaker drops.
There is no guarantee it will drop each time though, as the rewards are selected based on RNG, so continuing to play more should see you getting it in another drop.

It's still being investigated at the moment, however in the meantime, using 'Promote to Lieutenant' will allow you promote recruits to agents.

Please refer to my previous post (which I have also pinned for better visibility) on this.
For compatibility purposes, both the game and DLC must be purchased / owned via the same platform (Epic Games / Ubisoft Connect / Steam).
We cannot force DLC / Base Games from a different platform to be compatible with eachother.
If you own both the Base Game and DLC via Epic, please create a case with us via the links I've provided in my last post.
