I've checked your account and I can see a considerable number of purchase attempts within a short period of time. It is often the case that transactions can be suspended for security reasons if a lot of attempts are made within a short period of time, please wait 24 hours before trying again. This error you're seeing is usually because you're launching the game whilst signed in to a Ubisoft account where the game hasn't been activated.

Are you aware of any other Ubisoft accounts you own? If so I would recommend signing in on those and trying again. When you're on the correct account you will no longer see this error.

You should be able to manually edit this in the Siege game settings file. By default this path to this file will be found in My Documents > My Games > Rainbow Six SIege > (Your Ubisoft ID) > GameSettings.ini
