Have you tried changing the language on your console language to English as mentioned above?

 

For this particular issue, deleting and/or redownloading wouldn't have any effect unfortunately.

Hey folks, this is being investigated and worked on. 

For now as @CCbathwater said the temporary fix is to change your console language to English and should allow you to get in the game. Not an ideal fix I know but a temporary one.

Unfortunately not, no. All of the in-game purchases are final, including heirlooms.
