No updates to share just yet. Please note that this is not considered a bug to be fixed, this is a feedback/balance item that our team is reviewing. As a result, this is not something that we will be updating this thread with additional information on, as any decisions made about balancing Conflict would be detailed in major patch notes in the future.

Please try replaying that mission on a different difficulty from "Story." If you do this, the objective to examine the body will be skipped. If you are not able to start the mission on your own on a different difficulty, join a party with someone who is able to and complete it alongside them.
Please let me know if this does not allow you to complete the mission.

There are a few things that can cause that error when you try to launch a game. Try the following steps to see if you can launch it normally afterwards.

Sorry to hear you're running into this crash, but we do have a workaround for it currently. If you have any global directives turned on, please turn them off before you attempt to travel between the regions.
If this does not work, you should also fully reset your current Manhunt progress if you have any progress so far.
Let me know if this does not allow you to travel between NYC and DC.

I can confirm that if your character has a "Nemesis" rifle in their inventory or stash, it is not possible to collect an "Adrestia" rifle from Tidal Basin. You will need to get rid of that rifle, or move it to another character in order to acquire an "Adrestia."

Just to clarify what you have already tried, did you fully log out of the game and then log back in before you attempted to recomplete the objective in a party? Also, did you join a party that only had other people who have already completed the mission?

Just to clarify things a bit more, have you completed a mission called "American History Museum?" If so, did you do that using matchmaking or did you run it solo?
If you completed that mission in multiplayer, can you try completing it solo, to see if she appears for you afterwards?

If you have not already done so, please ensure that your Windows installation is on the latest version, as this fixes this issue for almost everyone experiencing it. For Windows 10, this version should be labeled 19042.2486
